How do I play downloaded 4k movies hevc format on my 4k tv?

I have tried the newest roku , the xbox one x, I have tried plex and my I5 computer can’t seem to handle the transcode, the roku media player, and I’ve tried the direct play on the plex but nothing works. Any advice would be greatly appreciated.
