I am trying to setup my plex library so that when I hover over a video’s thumbnail it shows an animated gif or video that is a preview of the full video.
I essentially want to browse my libraries but being able to stop my mouse on a video and see a preview of the content.

Sorry, but that is not possible in Plex. In order to see any ‘extras’ that are associated with a movie, you open the appropriate library and then click on the poster for a Movie and then the ‘extras’ will be shown at the bottom of the screen.
You can set up trailers if you have a Plex Pass and that will allow you to play a trailer (preview) before playing the Movie itself, but that is the only preview that Plex provides.
What about if I created a GIF file for each video? Could I provide a local poster (being the GIF) to replace the other posters? Would a GIF animate in the plex web interface ?
I’ve got some of the GIF’s to work as posters but it’s far from what I desired. I was hoping for a click-to-hover animate but instead it just plays every gif at once ><
