Quantum Leap of has two intros basically throughout the entire series. The narration intro at the very beginning that describes the premise of the show and the musical intro a few minutes in.
How can we setup intro skip regions for both of these?
Currently, we cannot. Plex seems to only look for one intro, the first one that matches a bunch of criteria, then stops looking for more.
Sure would be nice if this feature request from four years ago would get implemented.

If you really want to add markers and don’t mind making unsupported edits to your database, you can modify the database directly (e.g. via Marker Editor or the commandline intro_marker_editor.py). Though since it’s not something that Plex officially supports, it has some annoying drawbacks, like markers getting reset if a season is reanalyzed.
