How does Plex determine which version to play

Server Version#: 1.18.x
Player Version#: Multiple

Perhaps I’m wrong but my understanding is that with Plex media server you can have multiple files of the same movie and it will present them to the player as a single item and automatically play the appropriate version. If I have an x264 and a HEVC version of the same movie, and the player is capable of playing either version without transcoding, how is it decided which one is the default file?

Just poking this again. I imagine that this is something that can really only be answered by the developers, but it would be nice to know what the decision tree is.
