I’ve checked all over and have had a hard time finding a definitive answer on the numbers of “managed users” versus “home users” I can have. I know home users are limited to 15. Are managed users also part of that 15 or do they have their own limit? Or are they unlimited?
Managed accounts can only exist in a Plex Home. You can have up to 15 users in your Plex Home, that includes you. So if you only added managed accounts then you can have up 14 at most.
Plex Pass users just get to include other regular/full accounts as well. But as it stated in the article those having a Plex Pass are still bound by 15 members in a Plex Home.
Example
1 Home admin Regular account Home admin with Plex Pass
1 Spouse has regular account
2 kids with managed accounts
1 college age with regular account
That is 5. So home admin has 10 more accounts in that they can add of any type to their Plex Home

Yes that is why you can only have a max of 14 assuming there are no other accounts in your Plex Home.

A managed user/account and home user are not two different things. A managed user/account is type of home user. Unlike regular accounts, managed accounts can only exist in a home.
Um, Managed users still have a bit of strange restriction on certain “Discover” or access to online media, don’t they?

Hmm, a few things that used to be missing for managed users can now be used, but in the settings menu Discover Source and Display "More ways to watch" search results seem to indicate can only be “Disabled” or “Disabled for Managed Accounts”.
Yes because managed users are mostly used for children and there are complications with restrictions and some Discover features so we decided to not allow managed accounts to access some of discover until we can figure that out.
