That’s correct / the way it is.
To be clear, your Phone cannot act as a Plex Media Server so you don’t add files to it like you would Plex Media Server running on a computer.
If your phone is an Android phone, the Plex app there has the ability to playback local files saved onto your phone. It also has the ability to cast these videos to the PS4 app, if it’s running and both the PS4 and phone are on the same local network.
