Would you mind elaborating what exact option is disabled and how you do access your server outside your home network?
If you have Settings > [Server Name] > Remote Access disabled, that should mean nobody outside your home network can access your server (exceptions might apply if you don’t have a router of your own or one that’s configured in bridge-mode – similarly VPNs can mess up what’s considered local vs. remote).

Stream something from your server remotely (phone on mobile network, etc.).
Monitor the stream via Plex Dashboard → Now Playing + Expanded View.
Is the connection Local, Remote, or Indirect?
If indirect, it is using Plex Relay, a fallback for when remote access is not available. The stream is tunneled through a server at Plex and is limited to 1 Mbps (2 Mbps w/ Plex Pass). You can disable Plex Relay in Settings → Network.
If the connection is Local or Remote, then something else is going on.
