So how do you enable local access? (just need to know what I turned on)

Plex is down right now, but my phone can still get in and watch my content, this is what I want, but Im wondering what setting I changed to allow that to happen, just need to know if im secure.

I suspect there’s some disconnect with regards to what “Plex is down” means
If the server itself is down, you cannot access your media from anywhere.
If your server is up and running and you have enabled remote access in Settings > [Server Name] > Remote Access, you will be able to connect to your server’s libraries while your outside your home network.

As for…

… just need to know if im secure

As long as you keep your Plex account credentials for yourself and don’t share a “Plex Token” (security identifier) with other apps that make it otherwise available… you’re good.
That being said… yes… with Remote Access enabled, your Plex Media Server is accessible from outside your home network and bad players could try to connect to it (or to gain access).

Sorry, I may have worded it wrong, people were complaining that they cant get into their apps to watch their content, one mentioned “I should have turned on local access”, so I did not know if there was something I changed.

What they’re referring to tell Plex which network segments to be considered “local”.
This can be helpful if you have multiple subnets within your home network… if this friend is outside your home network – use remote access to let them connect to your Plex Media Server.

Still a bit confused about “them complain they can’t get into their apps to watch their content” part. I take it this is your server and you have shared some / all of those libraries with their Plex accounts by adding them as “Friends” to your server.

None of that, just reading the fourms, wondering if i had something special enabled

All Plex clients do cache the last authentication. (Yes that applies to web browsers too, if you tell them not to throw away the cookies from plex.tv when they’re closed)

In the case of a plex.tv outage you cannot authenticate again.
So as long as you don’t sign out of your Plex account and don’t try to switch to a different Home user account, you should be able to use Plex during an outage.

If so, how was it that I was happily watching an episodes, and when it ended and I pressed to play the next episode (without me logging out or switching user) it wouldn’t play and got a connection error. (Tizen - Samsung 2019 model).
