I use Plex server on a dedicates machine running the latest Windows 10. I connect to a TV screen via a Roku device.
I have edited my computer screen to get rid of libraries that I am not interested in.
I get libraries not in alphabetic order, and have Podcasts and other stuff I simply don’t want.
A library called All Films appears at the bottom of the list, which is a real pain.
Have I missed an editing tool?

You can’t do any of that from your Roku. You can remove the unwanted Online Media Sources - by disabling Online Media Sources from Plexweb:
as for your other annoyances - not sure what you’re talking about and it may be due to my not having Plex Pass, but please be more specific.

Then customize the Home page of your Roku to your liking:
Plex doesn’t create a library called ‘All Movies’ on its own. That must be one that you created on your server.

My irritation is that I have edited the display that appears on my PC to a form that I find practical, while the TV displays another format.
So for example if I have libraries, A, B, C on my PC, I may have Library C,E,F,B, A on my TV.
How do you reboot your TV? lol
I don’t have a Roku TV (thank goodness), but there may be something undesirable happening within that thing’s Plex App you have no control over - and in that case we’d need to hear from @ljunkie - or other Roku Team Member - about what may be going on.
At my house when I make a change to the home page at Plexweb - the changes appear on my Rokus (boxes) as soon as I navigate away from and back to the home page - auto refresh deal-thingy. The important bit here is that it’s listed the same as Plexweb in the Roku App. Have no idea why that isn’t happening for you.

I Have followed this link and I noticed that some were disabled for ‘managed users’ while others were just disabled. I have disabled all of them. I’ll check if this has worked when I next use the TV.
Clearly the All Films library is not auto created - I have made this to simplify my navigation.
I am still unclear why the ordering of the TV is not at least alphabetic.

I have not rebooted the TV, it is simply taking an HDMI feed from the Roku. I turn it off when not using it.
I, like you, would expect the edits done on the PC to propagate to all other devices.
Sorry, I must have misunderstood - what Roku Box do you have?
The customizations between the apps are not synchronized.
Only several instances of the web app can be sync’ed. But not across different app types.
The order of the libraries is completely custom. If you haven’t sorted them already, they might be simply shown in the order they were added to the home page.
Under the ‘More…’ link, the order is alphabetical.
(Unless you have employed a “sorting trick” by prepending your library names with ‘space’ characters.)

The ordering of Roku’s side bar is done from the app. Not Plexweb.
Plexweb’s side bar is adjusted from Plexweb - and the two don’t talk to one another about it.
Do I understand correctly then that I should be able to order them from the TV interface?
I am not in from of it so cannot try it right now.
Yes, it’s just a tad confusing, but if you move all the way left on your Roku App’s side bar library items and activate the functions under ‘the dots’ - you will be able to re-order the side bar items easily.
