How to force live TV transcoding at full resolution (aka issues playing live TV on Fire Stick 4k)

Is there any way to force Live TV transcoding at full resolution in Plex? I know there is nothing in the menu, but maybe in a hidden XML settings file somewhere?
I’m trying to get around an issue I’m having with difficulty playing some live tv stations on an amazon fire stick 4k.

My setup is:
Antenna connected to Hauppauge WinTV Quad.
Plex Server Version 1.14.1.5488 on Windows 10.
Fire TV Stick 4k with latest OS and Plex app installed.

Problem:
When tuning to various TV stations on Fire Stick 4k, the channel starts to load, shows a single frame of the image then freezes appearing to be buffering. Every 10 or 20 seconds little audio might play for < 1 second and the image updates, but this goes on forever.

Workaround: (but a very bad one)
While the video appears to be buffering, choose the gear icon and change quality settings to either 0.7Mbps or 0.3Mbps. This will force transcoding and will start to play after 5 seconds or so. I can then change it back to Original Quality and it will continue playing until I change the channel.

I think the issue is related to this, but don’t know how to check the stream for AUDs and IDR keyframes.

I uploaded the relevant logs from my Fire TV stick 4k to pastebin.

20:48:54 I tried to watch live tv, it played a second then paused for 2-5 seconds and continued this pattern

20:51:22 I tried to pause and rewind / fast forward a few times to fix it but it didn’t help

20:52:09 I changed the quality to 0.3Mbps to force transcoding.

20:52:37 I changed the quality back to original and the channel started playing perfectly on Direct Play.
