How to setup Plex for use LOCAL descriptions and pictures? Is there some Video or manual how to do that? I did try almost everything I found on inet and nothing worked… Plex always stuborn pools pictures and descriptions from internet! 
The same as always:
create a Plex library of the type “Other Videos”.
Do never change the Agent setting in its properties away from “Personal Media”.
But that the worst of ALL possible solutions.
Why devs never touched this??? I have around 200 movies, I want to give 5 of them special cover, music and description - so I change it to “other videos” and now I have to EDIT all 200 movies because no movie info is loaded at all.
Proper way should be like that. Description from local folder have always fist priority. 
There is no such thing as that in Plex.
If your files are in mp4 format, you can embed title and description as meta tags and Plex will read them from there.
Posters can also be taken from local files, if you name them right.
