You can only grant access to the tuner for members of your Plex Home.
Regular shared users are simply not allowed. This is a legal restriction.

How do you grant home users access to the live hdhomerun flex 4k tuner in Plex?
Thanks. As the managed user I can only see live tv. Is there some configuration I need to see live tv and dvr
It’s in the same drop down, as a separate choice.
