How to remove all loaded films from Plex Server.

What are you trying to achieve?
And why?

I have a problem with movies showing Unavailable. I want to reload them and remove the USB properly.

Remove the library and re-create it.

What does that mean? Plex doesn’t deal with low-level things like USB ports.

How does this dialog box figure into your advice?

“Delete Library
The library “Movies” will be removed from this server. Your media files will not be affected. This can’t be undone. Continue?”

So I reload films into a new Library? Is that what you’re suggesting?

Precisely. It will achieve what you want. All movies are added fresh, from only their current storage location.

I deleted Movies, reloaded movies from the HDD, and removed the USB from the laptop only after the OK from the taskbar icon. Selected a movie, and selected PLAY a picture appeared for a few seconds then "Playback Error Please check that the file exists and the necessary drive is mounted." I checked other films and now they read UNAVAILABLE.

Wait, are you expecting your media to remain available, after you created the library and then remove the external hard drive?
That’s not how Plex works and not what it does.

Your media are not copied anywhere when you add them to a Plex library.
Plex merely makes a list (an “inventory” of sorts) and collects metadata about them (posters, reviews, ratings etc.) .
But when you want to actually play them, you need the original hard drive to be plugged in and available.
