My friend has a lot more content on his server then I currently do, we are both Plex Pass users. I can't seem to find a way to see my friends content within the Xbox one app. For instance, I want to watch The Wire again and he has it. How do I do that through the new Xbox One app? any help would be appreciated.

top right, click on the server name, it will show you all available shared servers
Tried that..That will show all available xbox live people who are registered on the same particular Xbox, but not other Plex friends.

Evilecho is right, but your friends probably have to update their plex software for you to see their libraries.
Your friends need to have PP but also need to upgrade to 0.9.10.3.
The top right dropdown in the main library views allows you to switch user:
