HP MicroServer N54L for 4k streaming

Hi. Currently I have HP MicroServer N54L + NVIDIA Corporation GT218 [GeForce 210] + OpenMediaVault + Plex.
When I Navigate to Settings > Server > Transcoder and click “Show Advanced”, I don’t see “Use hardware acceleration when available” option.

First question:
Does this issue related with hardware? Plex version is 1.22.3.4392

Also I can’t watch 4k films. CPU is not powerful for this task.
Second question:
Will plex use GPU for transcoding if “Use hardware acceleration when available” option will be enable?

I have opportunity for change my server to HP MicroServer Gen10 на AMD Opteron X3421
Third question:
Does AMD Opteron X3421 a good performance for streaming 4k video?

  1. Hardware Transcoding is a PlexPass-enabled feature
  2. There is no AMD support at this time
