HVEC / x265 stuttering playback on all devices

After updating Plex Media Server for the first time in a while, all x265/HEVC playback stutters on all devices. Original quality, transcoded, wired ethernet, wifi, played local, played remote. The same files that had working playback before on the same devices, now stutters.

The audio is fine. It has nothing to do with bandwidth. Logs reveal nothing, neither player nor server.

Same files work fine in Infuse and VLC.

Debug logs please which capture the failure?

Stating VLC works does not mean anything in this context.
