Hardware accelerated transcoding is broken on devices with Celeron CPUs.
For now, fall back to 1.32.1.6999.
A beta release with a fix is expected on 19 June unless there are complications (see this post).
To fall back to 6999, uninstall Plex Media Server. Use the “Uninstall Only” option (the first one).
Then install the SPK for 1.32.1.6999.
