So I stream my Movie Library out to some family, and as I watch my movies, they start to buffer as others start streaming. My Dell R720 is a dedicated Server for Plex, a bit of over kill, but I Still have Buffering.
I want to avoid my buffering and found that PlexPass is needed to really use my hardware.
But does everyone I share my videos need PlexPass to use HW transcoding or just the Server owner?

Ok well, while I agree it is not particularly clear in the context of that article, it is helpful to understand that plex pass is for the most part associated to the server (more specifically, its tied to the ACCOUNT that the server associated to).
Yes, you can use plex pass without a server, however for the purpose of local playback on mobile, you could simply unlock the mobile app with a one time purchase and not need a recurring subscription.
You can also use the server without a plex pass for a more limited but free experience.
