HW transcoding not working

I rolled back to the public 1.41.3.XXXX release. I have no issues on that one. HEVC & H264 transcoding works on that one as well.

Not sure if Plex devs are aware, but i’m just gonna test the new versions when they release.

Transcoding no longer working with Windows
