Download the latest version of Plex Media Server for Windows which is, as of today, 1.21.0.3711:
https://www.plex.tv/media-server-downloads/#plex-media-server

Save the file somewhere you can find it and run it by double-clicking it. Just Next/Ok your way through the setup process. If it fails, reply here with as many details as possible about the results and any errors you experienced.
