If you cannot access your server inside your own home network this can be
(a) because you have separate subnets inside your home network (with a Plex Pass you can tell Plex which subnets to be considered part of your home network → Settings > [Server Name] > Network > LAN Network)
(b) because of some restrictions in your home network (e.g. firewalls blocking the communication)

From your description, it appears there’s an issue with (b).
Can you verify the Windows firewall is disabled or lets Plex communicate on the required ports? (this is only about the streaming inside your home network!)

Given you can access Plex on the localhost (127.0.0.1:32400) that means the server is up, running and listening to its default port. If traffic isn’t getting through to your machine when addressing it through the host’s IP address, that implies something is off with your network or traffic restrictions (such as a firewall, maybe about a custom configuration on what certificate authority your computer trusts or not).
This does not seem to be directly related to Plex.
