I can't create a new server

I refreshed windows on my PC (10 Home) and re-installed Plex MS after about 2 years. My setup has changed quite a bit in that time. My HDDs are different and my library is a fraction of what it once was. But I am ready to rebuild.

However, I cannot create a new server and load media. Upon logging in with my same account, the wizard did not come up and my old server was unreachable, so I deleted it in order to start fresh.

I’ve looked around settings and searched for some guides, but nothing points me in the direction of creating a server and loading media.

Any helop is appreciated.

Afterwards, make sure to access the new server using the machine’s bundled web app (e.g. http://127.0.0.1:32400/web from the same machine).
