As per title, I’m trying to limit the upload speed for remote access but the setting is not visible.
Any ideas?
That’s a Plex Pass feature.

Shame these features aren’t still visible on the free version. It could be locked with a description: “This feature requires Plex pass subscription” or similar.
You wouldn’t know otherwise.
