I set my music library as a premium library but nothing about smart playlist or mood playlist anywhere. I follow the tutorial on the web site but there is no smart playlist or mood.

‘smart playlists’ have nothing to do with Premium Music.
Please don't report problems in replies to How To posts. They don't get noticed.
