I have one video that I can not get it to play in Plex

Have a video that will not play on any Plex device including the server. When I open the Plex server dashboard and hit play. The wheel just spins. On all apple mobile devices I get the network not fast enough warning and it just
spins. The only Place I got it to play before was on a rocky device. Not sure if this Mac related but I do see the network not fast enough a lot even though I run a gigabit network directly connect to router and my appletv directly connected as well.
