I’d like to be able to find movies based on 4K format, maybe 3D formats, 60 frames per second, etc…
Can these options be searched upon in the search tools, or perhaps a collection can be made which automatically adds a title to the collection if the match a Collection filter setting?

In the Library view of your movie library, in the web client, you can filter by resolution or dynamic range (but not both at the same time). You cannot filter by frame rate:
While collections cannot be updated dynamically, smart playlists can. To create one, you first create a custom filter, again from the Library view:
You then click the Add to Playlist icon in the top-right (the three horizontal lines with the plus sign) and give it a name. Unfortunately, of the criteria you’ve mentioned, only resolution can be used in a custom filter (and therefor, smart playlist). The smart playlist will however be updated automatically whenever new criteria matching the selection criteria is matched.
