If my library contains a 4k video file optimise it to 1080p.
If a TV series has 4k and 1080p video files don’t optimise the already existing 1080p video file only the 4k footage.
I would like these settings to be global.

There isn’t a global setting for this, but you can accomplish the same thing using a filter. Go into your tv show library, set the view to episode, then set the filter to resolution and select 4K. Then choose the optimize button along the left. This will create a smart list and optimize anything that is only 4K. As you add new 4K content to this library, it will automatically optimize them. Repeat the procedure if you have more than 1 library.
@MovieFan.Plex - I’ve tried what you’ve suggested, but there isn’t an option to filter by resolution in Plex Web. The only filters available are Unwatched, Duplicates, Year, Colldction.
A proper filter for resolution or file type is definitely required.
You should be able to select `Your Movie Library -> New Filter -> Resolution

@hthighway - those options do not appear when I select my TV Show library (as per your original instructions). Those options only appear when I select my movie library.
Just like the OP, I want to be able to find and optimise a selected file/resolution type.
After selecting your TV show library, change the view from show to episode, then you can filter by resolution.
@anon18523487 - I did follow the steps from your earlier post. But I don’t get an option for resolution when I select the tv library, change the view to episode & select filter.
I do get the resolution filter option when I select the movie library though
That’s odd. I see resolution in my TV library.

In a tv shows library, this filter is only available if the ‘view mode’ is set to ‘Episodes’, just like in @MovieFan.Plex s screenshot above.
@OttoKerner - in the screenshot that I posted above - the view mode on my server was set to episodes and I still did not get the option to filter by resolution.
Do you know how I can get this logged as an issue to be fixed?

First, please update your server to a recent version, then try again.
There is no point to file an issue if it cannot be reproduced with a recent server version.
Early 2021 clean-up: implemented workaround (filter by resolution, select all and optimize)
