Kodi does this and I find I miss it in Plex. When you have a decent-sized library and want to find something to watch, it’s not always easy and being able to sort by title, or date it was added are useful but not always revealing. Can we get a row (similar to On Deck) that has random selections (updates every few minutes or on demand) of Movies? A similar row for TV shows would be good, too.
With PMS 1.23.3, Plex have introduced a random sort order for libraries
With that option you can create a smart collection to your liking and make it available on the library recommended page or your Home Screen

Apologies for getting overly enthusiastic. I had overlooked that we cannot publish smart collections to the home screen… that’s only possible for regular collections (which don’t have an option to be sorted randomly)
Therefore my post wasn’t particularly helpful for this specific feature suggestion

… are they removing Smart Collections being added to Home Screen in a future release and you’re seeing that in your alpha builds? Maybe due to some of the bugs?

sorry for the confusion… that previous correction above was incorrect. As pointed out by hthighway this is possible (and I’m not aware of any plans to remove it so shortly after it’s been introduced)
That being said… with the recent addition the OP’s request should be possible and can be considered to be implemented.
Implemented/possible with the introduction of random sort for smart collections and the option to add smart collections as custom hub to the home screen
