Improve video quality when hardware transcoding on Haswell devices

Plex media Server 1.9.7.4441 contained the following fix:

(Transcoder) Video quality improvements when hardware encoding on Broadwell and Braswell devices (#6914)

Please do the same for Haswell devices. The video quality has been alot worse since it left beta status?

(Transcoder) Hardware encoding had reduced quality on Windows with Intel GPUs in some cases (#7887)
