Inconsistent playback of Dolby Vision 8.1

I have found playback of Dolby Vision profile 8.1 to be inconsistent across devices. Colors seem off and washed out on some devices, with slightly reddish blacks.

The test file has Dolby Vision 8.1, 720p HEVC video and stereo AAC audio. Here’s the behavior I noticed across 3 devices:

  1. iPhone SE 2nd gen (A13 Bionic SoC), Plex app v. 8.45: colors seem fine, good contrast, doesn’t seem too bright nor dim.
  2. iPad 6th gen (A10 Fusion Soc), Plex app v. 8.45: colors seem washed-out, brighter, less contrast. Blacks seem like they have a red hue. Colors look close to the iPhone if I force a server transcode with hable tonemapping.
  3. Roku Premiere 3920 (Roku OS 14.1), Plex app v. 7.31 build 7: Similar washed-out colors as the iPad, also looks alright with forced server transcode. The Roku still displays “HDR” in the lower right part of the screen near the seek bar during playback.

My understanding is that Apple A10, A13 and Roku 3920 all support HDR10, which they should correctly playback as a fallback in DV profile 8.1.

Am I misunderstanding something, or is there a bug somewhere?
