Point a browser at the public IP address & port of the Plex server. If you do not receive the Plex login page, then the port is most likely blocked.
Try changing the Plex server’s public remote access port to a well known port such as 443 (https), 80, 8080, etc. Companies rarely block such ports for outbound traffic.

My wife is currently in hospital on a public wifi that you have to imagine is quite locked down. Netflix works fine, but she cannot connect to a Plex server.
