Intermittent remote access problems

Built a new system to be used as my PMS, with potential for gaming down the road. Most of my issues come with remote access while I’m at work using Plex web (I have downtime to kill sometimes). The internet here allows indirect server connections. Sometimes, I can stream my media perfectly (mostly all H264) but a lot of the time, it’ll start playing then I get the endless buffering circle. If I stop playback, then start again, it’ll play for another 5min or so, then starting the endless buffering circle again. Weird thing, I have a few friends that have shared their media, and when I try playing their exact same file, same format, it plays perfectly.

I thought this was isolated to my work internet, but tried at the mother in laws the other day (FireTV) and had the same issue.

I’m wondering if me reusing my graphics card listed below is causing the issue somehow? It’s a temporary card until I can afford a new one.

Port has been forwarded in my router and I have a static IP address.

Can I upload my logs here or do I have to use a 3rd party? Can’t see how to do it atm.
