Internet is Needed for Me to Locally Access My Plex Server? Whaaat?

I just learned that if my internet goes down, I may not be able to access my Plex server.
I really find this a problem. Is there a work around?
What clients will not be able to access the server?
I have seen the list to add IP’s to require no authorization, but is that the safest way to do this?

Questions about the authorization.
Do clients, like a Roku player, need to be added to this IP list to connect and play media?
Why not let any connection to authorize if the proper user name and password is presented? Why is the internet needed?
Why make the peoples systems reliant on the internet?
If I am serving my files myself, I would expect to be able to access the server at any time. Why is this not so?
Lots of questions, can someone from Plex explain the details here?

To add to this Chuck once said this also has to do with the codecs that Plex supplies and how the licensing of them works. Anyway this is something that one has to accept unfortunately.

Is there a work around?

Yes:

  • enable DLNA, this does not use auth
  • very briefly tether the server to a mobile phone just for login. Afterwards, the login credentials are cached locally, and you can run it without internet again.

Plex needs an offline mode when the internet connection is down, say during a hurricane or when some dolt runs into the system node down the street. this is ridiculous that we cannot watch an existing TV or move …I have an AppleTV and when we lose our internet connection we are unable to watch the movies on my Plex sever plugged directly into my Mac mini. HELP…how can I watch a movie or TV show when I need it the most when the internet is out.

Server - Preferred, not Required or Disabled
All Clients - Fallback to insecure on local network only

The magic then ensues with great abandon when the internet goes out.
Plexweb is as dead as a doornail, but my devices act like nothing ever happened.
