Internet Upload speed not being honored

I have set up Plex on 2 systems. (Nvidia shield and NAS device). I just did some tests and my max upload bandwidth speed (after 5 tests) comes out to 5.73. I set my value at 4 and then listen to some music or try to watch a movie. It always maxes out my upload speed. The issue I have is I remote into my PC and while it is maxing out my connection, it becomes unresponsive. I thought this used to work but in the latest builds, I don’t see it honoring this setting. If you take a look at screen shots, I have it set at 4 which comes out to 500 kb/s on the router. However, it’s using the max… about 6.4 Mbps (800 kb/s). Anyone have any thoughts on this one?

This seems to be the same on both the Nvidia Shield as well as my NAS device.

Nothing? Can anyone do a QUICK test… takes like 1 min… to see if anyone else is getting the same results? I did notice this… it seems to work when I go down as low as 0.5. When I get into the 0.X it seems to do something but when I go over 1, it doesn’t honor the setting.
