iOS App Activation Doesn't Work on Managed Accounts

Each family member has their own Managed User under my main Home (Admin) User. I have Activated/paid for the iOS app.

Whenever I use the app under a kid’s managed account, I get the “Playback Limit” for an un-activated app. If I click “Activate”, it tells me only the Home Admin can activate the app. If I switch to the Home Admin User, the app correctly says that the app is already activated and functions normally.

If I switch back to my kid’s user (Managed User), it goes right back to the Playback Limit and acting as if it was unactivated.

Is there any way to use a Managed User on an activated app?

I know I could create emails for each user and add them to my home account, but that would make switching to them on our TV difficult and they’d lose what they’re watching between the iPad and TV. I also don’t want them to use my User on their iPad as that would mess up all my watch data.

I’m obviously annoyed that I paid to activate it for their iPads and it doesn’t work at all. Hopefully I’m just missing something obvious.
