Could you get screenshots of the Plex for iOS app Settings screen for Downloads and also of the Plex for iOS Downloads screen
And through the Plex for iOS Settings, get thr app logs by selecting Help & Support and then Debugging and Share Debugging Data and select your email app to send the app logs to your mailbox and then attach the zip file here with the screenshots

Please also indicate what downloading was done before - and how much space was used if you know that

had about 150 GB used with 20 or so movies tv shows
Woke up in morning and nothing in downloads, though I could still play what had started the night before, which was not showing in the downloads.
Cannot app logs because I deleted plex and reinstalled it.
After reinstalling I still get nothing in downloads, which is expected, but download button does not work, and shows 0kb avail, when I have 400 gb or so
I was in Mexico when it happened, not there now
Btw, I have two iPads, one at home is fine.
I use windows version of plex, up to date

I do see two iPad devices registered with plex.tv - named “Howard’s iPad” and “iPad (2)”
Is it possible that Plex for iOS was inadvertently re-installed on the 6th December? I see a device instant created with plex.tv at 13:51:14 GMT on the 6th December
There appears to be several instances - do you recall what was happening

Also iPad (2) was registered with plex.tv on 6th December at 17:48 GMT and on 8th December at 05:17 GMT
I actually have 3 ipads in the family registered. Interestingly it has resolved itself by updating IOS with a security update that did not update automatically for some reason. I lost the movies on the ipad but can download again. Odd symptoms, but resolved and now running. Plex was reinstalled to fix the issue, but had no effect.

All I can suggest is if this happens again, do not delete the Plex for iOS app and install it afresh. Instead capture the app logs through “Settings” / “Help & Support” / “Debugging” / “Share Debugging Data” and then use your email app to send the logs zip to your mailbox and post here together with screenshots.
You can then try to restart the device (iPad) and relaunch the app as that may clear the issue ,
