iOS - No content from your pinned sources

Server Version#: 4.125.1
Server OS: Debian 11 Bullseye/Xfce 4.16

Player Version#: 8.33
iPhone: iOS 17.4.1

Streaming hosted media to my iPhone worked fine via 5G/LTE cellular until a few weeks ago when this started. Now on launch the app goes into a loop of “No content from your pinned sources” followed by a retry then right back to the same error, with no way to stop it but exiting the app. Sometimes it gets a piece of something, tries to play a few seconds then drops right back into the same doom loop as before.

The same iPhone will load and stream Plex content normally without issues when on wi-fi; the issue occurs ONLY on cellular. I’ve rebooted the phone, verified iOS is current, reset the network settings in iOS, I’ve removed & reinstalled the app, I even tried PlexAmp instead of the regular Plex app and it appears to have the same cellular-only connectivity issue.

Plex is working as intended for ALL other players, media types and devices/platforms on the local network (Debian, Raspbian, Windows 10/11, Smart TV, Stereo receiver) in a mixed CAT6/802.11 environment. ONLY the iPhone is affected, and ONLY when trying to stream over cellular (while on the road). This is all inside city limits with reliable coverage and signal strength at all times. A cell tower is never far away.

How can I get the library or “pinned content” functionality back so that my content source actually loads over cellular and works on launch again? The whole point of having the app on my phone is for using it when on the go, so this really makes the iOS app unusable for me.
