iOS Player wont start over cellular (AT&T) but ok on Safari

Haven’t seen a relevant post - sorry if this is redundant.

I have several iOS devices which are recognized, and allowed to log into my Plex server. If they are on my local network, everything plays and is just fine. If I try to use over cellular, I can log in, see all assets, but while I can play music files, video files fail. I can select the item, it appears to queue it up, but it never starts. Eventually I get a message on the iOS device: “Couldn’t create the playback session for this item.” If I’m on my home (local) network via wifi, no issues - everything plays immediately. Wondering if it has to do with transcoding, but I didn’t have anything special set up. I am running the most current version of Plex Server on an i5-4400s (2.8 Ghz, 4-core), 12Mb RAM, Ubuntu 20.04, Ubiquiti DMPro on a 1Gb local and internet connection.

Oh yeah: if I log into my Plex.tv account via a browser on my mobile device (iOS, so I chose Safari), wifi disabled, choose my user, queue up whatever video I want, any and all content plays just like it’s local.

It used to work just fine for everyone, then stopped for all users at once. Remote access has a big green checkmark. Seems like it’s the app?

Go into the app and change the quality setting to the maximum value. I think in iOS it’s 40Mbps 4K. That should eliminate the issue.
