iPhone Camera Upload stuck on the same file

Hi there,
I never could to upload entire Camera Roll from my iPhone to the Plex media Server. I tried it many times, already switched iPhone, reinstalled PMS, re-created libraries etc. But still Plex cannot upload all files, it is always stuck somewhere between 200 and 300 items, while I have more than 1000 of pictures.
In spite of ‘include media stored in icloud’ option is set to ‘NO’ Plex still is downloading some data from iCloud, may be this is the case?

Then it just displaying ‘Waiting to upload’ which lasts like forever and nothing is being uploaded:
