Is my ISP limiting PLEX traffic?

Hi to all,

I would to ask if someone is experimenting buffering/not loading files over remote servers.

My set up is the next:

  • Plex 4.5.1 for Samsung Tizen 5.0 / Plex 2.11 for Apple TV OS13(Enhanded Plex pass player enabled)

  • Local Network Plex Server v1.18.2 / Shared Remote Plex Server (Unknow version)

  • Network Speed 300mb/300mb with a Spanish Movistar Fiber ISP with public ip and Cloudflare DNS

The TV and Apple TV are connected via Wi-FI ac and the speed test drops 320mb of download speed.

On local network plex server can play with this players UHD Remuxes 2160p movies and series without problems.

My problem is ONLY with the shared remote PLEX server. If I play for example a 1080p TV series episode at night the reproduction not starts or constants buffering loads appears.(On apple tv shows the “your connection is not fast enough to…”)
Same TV episode during morning plays normally.

Same shared remote server, used by a friend over Vodafone 100mb/100mb fiber works fine during all day. Plex for Samsuns 4.5.1 Tizen OS 3.0

Comparing with several friends, the problem only apperas with Movistar Spanish ISPs(O2 in other countries) Friends with slower connections than me plays movies/episodes from this shared remote server without problems.

Is possible that this ISP are blocking/limiting PLEX streamings? Any way to check this?
