Is there a way to disable certain platforms (like Android TV)? Specifically I’d like to restrict access from my server to only clients that will most likely avoid the need for transcoding (like Apple TV or Roku)

There is not, by default.

Some users have created some extensions for the Tautulli project to achieve something like that. But it’s completely unsupported.
