[Feature Request] Restrict Access based on Device Type or Profile

The ability for Server Admins to restrict access to Device Type.

For example, allow Users/Managed Users/Invited users to stream as normal from devices you (the server admin) decides such as allow Android Apps but block access from Web Browser.

This would be extremely useful if the Server has limited resources and stops users from forcing transcode.

Client Blacklist

I would like to be able to block client types from plex. I would like to do this in the web based Settings GUI. For example: I don’t want anyone to connect using the AppleTV client. It looks to me like the clients all send their client type and version number with every request. I would like to say that AppleTV clients with versions 1.x.x.x etc cannot connect to my plex server. You cannot possibly catch every scenario of crappy programming by your team. At the very least give your users a chance to mitigate it.

If Plex managed these servers internally, this would already be a thing.
