Is there any way to open plex via nvidia shield I can only open on the web with a sync no for mobile
Plex client and Plex Media Server are pre-installed on the Nvidia Shield. Make sure you update to the latest versions before using either.

If you already have PMS installed and only need the Plex Shield client, then launch the client and login to your account. You should then see your Plex server and media libraries.
If something else, please restate the problem. It is not clear what you are trying to accomplish and what problems you currently have. Please include PMS version and platform (windows, linux, etc). Also include Plex client versions and platforms.
