Because I have restricted bandwidth for the rest of the month until I get change with my isp
So, is using Plex locally (server and client on the same router) consuming bandwidth

The only bandwidth it will consume is the following:
- Sending anonymous data the PLEX (if enabled)
- grabbing metadata for newly added content
You could simply block all outbound calls at the router from that PLEX server and it wont use any of your WAN bandwidth
