Issue with direct play back 4K 60fps on ATV

I have an HEVC H265 HDR10 EAC5.1 Dolby Atmos movie encoded at CBR 60 fps. When I try to play it back on ATV, this is very choppy and not watchable, but it works great with emby and infuse as well as the Plex player on MACOS and the beta player on ios and ipados. Is there an issue with the ATV here? Why is there an issue?

4K playback has been terrible on tvOS for years now and it could be years longer. There’s dozens of threads out there on this.

I have zero issue at 4K30, but 4K60 definitely has this issue here….
