Troubleshooting Plex on Windows is different from Plex on QNAP. Hopefully somebody will answer your post in the QNAP section.
Not trying to shut you down. Just that other than “make sure Plex Media Server is running” the troubleshooting steps would most likely be different.
You might try pulling the log files and attaching them to your QNAP post. Since you can’t get to the Plex server via a web browser, login to your QNAP, navigate to the Plex logs folder, zip the entire folder, and attach it to the thread.

How this issue is possible ?
Because a process somehow was hanging, and occupied the port number, thus preventing a restart of PMS
