Basic connectivity test?
Can you have it run a “Speedtest.net” test for you, displaying to you? (remote desktop style) ?

Glad you suggested that. So results are below, and I seem to be just fine. BUT, check out the reports at the bottom of the screenshot. If you take a look at the comments on those links, others on the east coast are having problems connecting to various gaming servers.
Conclusion?
Internet holiday overload?
I;m pretty sure to be honest. Though if at all possible getting some confirmation from someone with more direct access to the API would be great. I can’t really test that myself since I don’t have access through plex.
In the meantime, my plex server will sit in a “bare” state, with no pictures or info, just names of movies. Hopefully until all this blows through.
Just to put this one to bed, just in case this happens again and/or someone experiences the same thing again.
I’d advise you start with the usual debugging (clearing cache only, the try that and clearing bundles, then do the full Plex Dance with the offending movie). If NONE of that works, don’t be tempted just yet to just do a completely fresh reinstall.
If, after all that, you’re still getting these error messages along the lines of a curl timeout (usually error code 28), WAIT A DAY or at least an evening. The servers that contain all the data used through the API can become extremely slow from time to time. Hopefully, after a day, everything will normalize again. If you’re still stuck at that point, consider a fresh install and/or posting in this forum.
(This is what happened to me; everything is just peachy now on my end. Movies download just fine! Thanks for all the help on your end @ChuckPa)
