Only logging in through ProxyServer(VPN) helps.
I contacted my provider - the verdict was that access was blocked due to the provider’s liability.
The connection to the TV also does not work - it says “Network unavailable.”
Via a phone (Android), when setting up a “direct connection”, it takes more than 5 minutes to connect.
When logging in via a direct link: *:32400 - via a white (external) or gray (local) IP and even locally, on the server (127.0.0.1:32400) - the login slowed down - about 20\30 sec.

I have access to 5 different internet providers. Everywhere the same error. The site is unavailable. I was able to log in to Samsung TV only with VPN enabled
No www.plex.tv doesn’t work here in St.Petersburg, Russia. Access is only possible via VPN. Remote access is also through VPN only. HTPC on the local network works fine and interestingly enough Plexamp works as usual with no restrictions

App.plex.tv is not resolving from Ru ip adresses, same with plex app on android. But plex dash and plexamp working fine.
Because of this plex app on android, for some reasone, does not swich to local, i waited several minutes - nothing happened.
