Ошибочка. В аккаунт не заходит, значит до plex.tv не достукивается.

В курсе что и где они размещают. Они рубят по IP, а тут трассировка показывается, что пакеты до Амазона доходят.

Ну проходит трассировка, а дальше-то что) ICMP какой смысл фильтровать.
В режиме разработчика в браузере посмотрите, увидите time out.
При этом запрос

У меня заработало. Провайдер - Ростелеком.
Через 15 минут опять перестало((
