I found an obvious bug that sorting by resolution doesn’t work. Instructions to file a bug said “search the forums”. A search for “sort by resolution” found a lot of other people have said similar. So here is a summary of some previous messages:

I’m seeing an example of number 2 in the top section. There are some items with 1080p and 4K videos and it organizes them into the middle of the 1080p section however the little subtitle does show 4K. So it knows there is a 4K copy and it is displaying that in the UI, but sorting by something else.

I think sorting by the highest resolution is the best option, however in case someone is wanting to see how many optimized versions exist, one alterative might be to show duplicates when the resolution sorting is enabled and for the subtitle show all the available resolutions: SD, HD, FHD, 4k.

I have also encountered issues with resolution sorting. In some cases, the order gets mixed up, such as 576p being placed before 720p or even interspersed between 720p files. These files are individual files without duplicates, yet the sorting order is incorrect. There are currently many instances where the resolution sorting is out of order.
